EMV Credit Cards Expected to Outnumber Debit Cards
More EMV-enabled credit cards than debit cards will be in circulation by the time of the Oct. 1 point-of-sale fraud liability shift for non-EMV-compliant U.S. merchants, according to a Mercator Advisory Group study. Mercator analyst Sarah Grotta predicts only 20 to 25 percent of debit cards will be equipped with EMV chips by that time, mainly from Bank of America and JPMorgan Chase. She anticipates a “decent surge” in debit-chip card issuance this year, followed by a tailing off. A possible contributor to the slow EMV debit rollout is third-party providers may be occupied with other projects, with Grotta noting chip conversion typically entails stress for many vendors. Also contributing is disagreement over the common application identifier (AID), as various organizations desired their own common AIDs, but submitted in accepting those from MasterCard and Visa. Grotta says the issuing disparity will compound things for consumers at the POS, noting “it can take potentially years for debit cards to have a majority of reissuance taken care of.” Moreover, she foresees difficulty in educating consumers about the EMV cards and their subtleties.
